On 09/22/2009 at 12:48 PM, Jesup Police responded to a burglary in progress in the 400 blk Sixth Street. Upon arriving in the area, Officers identified the suspect vehicle leaving the area. Jesup Police stopped the vehicle in the 600 blk Fifth Street. After making contact with the driver, identified as Shaun Phelan, 31, of Waterloo, Phelan fled from the scene. Phelan was charged with Eluding Police (Class D Felony), Third Degree Burglary (Class D Felony), and Second Degree Theft (Class D Felony). Phelan was also cited for a Speed Violation and Failure to obey a stop sign.
